What is the Certified TLO

The mission of a technology licensing organization (TLO) is to license the results of research, entrusted to it by the national government or an independent administrative research institute, to a private-sector enterprise for commercialization. A certified TLO is a TLO that has been certified by a competent Minister as meeting certain requirements, in accordance with the TLO law.
Note: There will be some changes to this program subsequent to revisions to the TLO and other laws in April 2004. See the Ministry of Economy, Trade and Industry Website for details.

  • Requirements for Certification
  1. Has the ability to accurately and smoothly license technology
  2. Does not use the technology itself
  3. Does not unfairly discriminate against any particular private enterprise when providing information to licensing candidates
  • Research Results Eligible for Certification
  1. Patent rights and utility-model rights obtained in accordance with rights to patent the technical research results of national universities, entrusted to the certified entity by the national government.
  2. Patent rights and utility-model rights relating to the technical research results of national universities, entrusted to the certified entity by the national government.
    Note: This applies also to national research institutes, and independent administrative institutes performing research.
  • Benefits of Certification
  1. Exemption from (yearly) patent fees: The stipulations in Article 107, Para. 2 of the Patent Law apply.
  2. Exemption from other fees (all other fees, including application and examination fees): The stipulations in Article 195, Para. 4 of the Patent Law apply.

  • Description of Activities
    • The National Institute of Advanced Industrial Science and Technology submits more than 1,000 patent applications per year, and holds more than 10,000 intellectual property rights. These rights encompass a wide range of technical fields: life science; information, electronics, and communications; energy; manufacturing technologies; nanotechnolgy and materials; geological and marine science; the environment; and measurement standards.
      AIST Innovations also performs additional outsourced research and development at the request of members of industry, in order to facilitate the licensing of these technologies.
  • Overview of Activities
  1. Technology licensing
    AIST Innovations actively licenses technology held by independent administrative research institutes at your request, and also offers assistance with market surveys and the like, marketing, and support in accordance with the technology licensing.
  2. Paid release of patents and other rights
    AIST Innovations will release any intellectual property rights held by the National Institute of Advanced Industrial Science and Technology for a fee, keeping as closely as possible to your desired terms.
  3. Research affiliations, including joint and contracted research
    AIST Innovations will act as an intermediary in arranging joint research with an independent administrative research institute, or contracting research to one of these institutes.
  4. Consulting
    Innovations offers consulting on technologies needed for starting a new business, and on the use of patents and other intellectual property rights held by the National Institute of Advanced Industrial Science and Technology.

    • The National Institute of Advanced Industrial Science and Technology publishes a monthly newsletter, “AIST Today,” and also has a Website. Here you can find information about exhibiting at various fairs and other exhibitions in Japan and abroad, including Patent Distribution Fairs.
